I'm not sure that it's the sole culprit, but it certainly is contributing. You ever hear of anyone taking the entire control panel out and mounting it to a block wall? The old boiler's xformer was wall-mounted, and was quiet as a mouse.

: A lot of 24 volt transformers have a hum. This is the small electrical unit that tranforms 120 volts down to 24 for the control wiring. You could either have a completely separate transformer mounted to the boiler or one built into an operating control. This is a very hard thing to describe what it looks like without knowing the boiler.
