Elbow grease will just break it. The main shut off to you rcomplex should be somewhere on the outside of the building, although there could be main shutoffs in each unit under a sink or by the water heater.

: Trying to install a pedestal sink, but I can't turn off the cold water. Should I put some "elbow grease" into it, and force it? Or should I look for the main water supply valve and turn it off there? By the way, I live in a townhome complex. If the 2nd suggestion is the answer, then how do I locate the main water supply in my complex?
