Trying to install a pedestal sink, but I can't turn off the cold water. Should I put some "elbow grease" into it, and force it? Or should I look for the main water supply valve and turn it off there? By the way, I live in a townhome complex. If the 2nd suggestion is the answer, then how do I locate the main water supply in my complex?
