Toilets in general

I have a couple of toilets, one is continually leaking quite slowly into the bowl, the other is continually wasting water through an overflow pipe. Upon examination they both had worn rubber thingies (is this the correct technical term?!? - bell shaped black rubber) where the plastic gizmo on the other end of the ballcock pushes down. Knowing next to nothing about toilistics, can I get:
1. a toilet tune-up kit
2. rubber thingies from somewhere - hardware store???
3. advice on whether the rubber thingies fit over or on top of the plastic wheel shaped widgets they were above
Any all advice accepted gratefully ,
