Tom:---If you think the World is ready for an illuminated toilet seat, you may wish to consider a simpler approach. It will not require the use of a proximity or motion sensor. Consider this.
By using current "Tritium" glow in the dark technology to illuminate the toilet seat from above or below, you could dispense with all the parafernalia and electrical hazards.
These "Tritium" pellets glow very brightly for a period of 25 years. They require no external power source or exposure to bright light for operation. They require no maintainance of any kind.
"Tritium" technology is presently being used to power fire exit signs...luminous watch dials..compasses and other products requireing a dependable long lasting illumination source.
