Have to know if it is black ABS or white PVC.
But there is a new two piece flange the slips around the fitting and bolts together if you can find it in your locality.

: Flange is rusted but connected to pvc so I'm not sure how to go about putting in a new flange or fixing what's there if a new one is not doable. How do remove just the metal to replac it?
