There are only a couple of answers and you have touched them.
First, check the water pressure in your house. 6:00 is about max pressure time as the water towers and reserviors are full ready to start the day.
A PRV (Pressure Reducing Valve) will be just above the shut off valve that comes into your house. It's a brass looking thingy with an arrow on the side. There will be a union on each side of it. This would eliminate a pressure related problem.
A stuck thermostat or "bad" unit is another likely cause, but it would be sporatic not clock related.
You could also possess the world reknown "old and worn out T&P Valve". You could change it, they do not cost that much. It may work or it may not depending on the root cause of your trouble.
