I think you are describing the diverter tub spout. This piece is below the handles/valve assembly. You usually have iron pipe or copper tube supplying the diverter spout. Either way I would suggest using a nifty Delta replacement spout. After the brass piece is connected to your supply pipe the actual spout can tighten by hand for a snug to the wall fit.
