Sometimes a toilet will flush but not all the time. This is usually caused by an obstruction like a toothbrush, small toy, jar lid or prescription bottle cap. something lodged in the trap of the toilet that allows a flush but not all the time.
If when the toilet is removed from the floor you can throw a bucket of water in and it GOES, I would flip the toilet on its side and check it with a mirror or auger it backwards and even turn it upside down to try to dislodge what ever the heck is in there. Good Luck.
