This is a new water heater and has one T&P valve replaced. The water heater has been replaced and it has the same problem. This is a low boy type heater. Sounds like a pressure problem to me. When there is a period of no use, the water heater is building up pressure inside the tank. When this happens the T&P valve is designed to do exactly what it is doing, let out some of the pressure.
