Sounds like a pressure problem to me. When there is a period of no use, the water heater is building up pressure inside the tank. When this happens the T&P valve is designed to do exactly what it is doing, let out some of the pressure.
Call a licensed plumbing contractor to install an expansion tank on the cold water service inlet to the heater. This should take care of your problem. Good Luck.
