Try filling the tub with a couple of inches of water using a garden hose and see if it leaks. If it leaks then the tub seal is cracked. You can fix it yourself by removing the inside tub and replacing the seal. Cost of seal depends on where you buy it. $12-$30.
Try JOHNSTONE SUPPLY.
If it dosn't leak then perhaps the hose from the fill valve to the fill spout is cracked. Just replace as needed. The top and back of washer is removable as well as the sides.
