Electric Water Heater Problem

I have a Reliance 501 electric water heater in my home. The Model number is; 5 52 2SRS4. Serial number is; H87485273. I don't know how old it is, but I suspect it was manufactured in 1987, based on the Serial Number.
My problem is the "High Temperature Limiter/Upper Thermostat" trips regularly.
I replaced the High temperature Limiter/Upper Thermostat but the problem still exists.
The High Temperature Limiter I replaced was a "APCOM" Model WH8. I couldn't find this model number, so I used a "APCOM" Model WH10A.
What could be causing the limiter to trip?
Do you think the lower thermostat is the problem?
Do you think using the different Model limiter is the problem?
