By the way, I keep the breaker off unless I need to heat some water; then I make sure that I turn off the breaker after I am finished with the hot water.

obvious this shouldn`t happening. recheck your connections. just from the nature of your question, I would say let a professional look at it before you forget one day to turn it off and come home to a pile ashes.
